Costs assessment of medical exemption due to seizure in conscripts visiting Be'sat Hospital of IRI Air Force in the year 2007

Background: As there are lots of cases where conscripts complain of epilepsy and not all the complaints are based on reality, the imposed costs on the medical agents to understand the reality is very high. So it is necessary to consider new laws and strategies to decrease the time and cost of such cases. This study was conducted with the aim of studying the costs of medical exemption due to seizure in conscripts visiting the Be'sat Hospital of IRI Air Force in the year 2007.
Materials and methods: In this study, 369 conscripts which had applied to the neurology commission with the claim of seizure from the different bases of the Air Force. The information from all the patients was inserted into an information form and after completing, inserted into SPSS software for analysis. The quantitative variables are announced as mean ± SD and qualitative variables are announced in percent.
Results: In total, 640 EEG tests, 52 CT-scans and 28 MRIs were used. 30.8% of the patients used a total of 759 days in the hospital with an average 6.7±1.5 days in bed. In total the 369 conscripts had been away from their military work for 4552 days. Most of the people (71.2%) were exempted from war and only 14.9% were completely exempted from the military. In total 413, 361, 900 Rials was spent on their medical condition.
Conclusion: As lots of conscripts claim having epilepsy and seizure so that they can be exempted from military service, it is advised that the law of permanent medical exemption from military service be removed for those complaining of epilepsy in time of peace and only exemption from war be considered for such cases. Permanent exemption is advised to only be considered for those with mental retardation, neuralgic deficit or uncontrolled seizures.
